The unusual scent.

Based on the report dated August 13, security personnel Victor Patelo reported two incidents involving an unusual scent or odor allegedly emanating from the ladies’ comfort room near the Senators’ extension offices.

Patelo recounted an incident that occurred approximately 2nd week of July 2025. At that time, he was stationed on the fifth floor of the Senate building.

Patelo mentioned that he received a call from a local trunk line of his post from a male staff member who reported a strong odor emanating from their area.

Patelo stated : “I proceeded to their office, where most of the staff confirmed the unusual scent. I then inspected the surrounding areas but did not observe anyone smoking,”

The second incident took place on August 12th on the same floor where Patelo reported being informed by a male staff member of Sen. Lacson about an “unusual odor” emanating from the ladies’ comfort room.

The report states : “He claimed the odor resembled that of ‘marijuana’ and stated that the only person in the area at the time was allegedly Ms. Nadia Montenegro,”

Patelo approached Montenegro, who denied using marijuana but admitted possessing a vape.

Patelo added : “Ms. Montenegro denied smoking inside the ladies’ comfort room or using marijuana for that matter, but acknowledged possessing a vape in her bag, which she said could have produced the unusual scent reported earlier by Senator Lacson’s staff,”

Sen. Robin Padilla’s chief of staff, Atty. Rudolf Philip Jurado, confirmed that former actress Nadia Montenegro is currently working in their office.

As per Jurado, they already asked Montenegro to explain in writing when a new report first came out about the alleged marijuana use in Senate.

Jurado said : “Let’s first listen to our employee to see if this is true,”

“We gave her 5 days to submit a written explanation,” Jurado added.

It’s Prohibited in All Public Places.

Marijuana is strictly prohibited under Philippine law, and therefore, it is not allowed to use it inside the Philippine Senate—or anywhere on its premises.

Under existing laws, public buildings, including those used by the Senate, must adhere to national regulations. Since marijuana is illegal, its use is prohibited in Senate spaces, which are public and government-controlled areas.

Penalties for such offenses are severe, ranging from 12 years to life imprisonment, along with substantial fines, depending on the nature and quantity involved.
